A) Procedures for establishing a commercial enterprise: as far as foreigners are concerned, procedures consist of submitting an application to the Ministry of Industry, Commerce, and Artisanry. The application requires proof of citizenship, a birth certificate, a police/security record, and a certificate of residence.

  1. Procedures for establishing an industrial enterprise: consist of submitting an application to the National Directorate of Industry (Direction Nationale des Industries - DNI). The application should include a stamped written request, birth certificate, police/security record, proof of citizenship, memorandum and articles of the company, qualification diploma of the company manager, nominal list of company foremen and supervisors, completed declaration request for company operation addressed to the National Office of Labor and Employment, list of company assets and valuation report prepared by a registered expert, attestation record of the National Housing Fund, and attestation request from the National Security Office.
  2. Payment of application fees (rate varies) unless these are exempted.
  3. Registration at the Chamber of Commerce and Industry.
  4. Enrollment at the Bureau of Statistics.
